Govt Plan New Deal For Homeless, Proposes Categories For Them, Want Tailored Solution For Each OneBy akansha, Section Development
With the courts breathing down their neck, Delhi government, Municipal Corporation of Delhi (MCD) and New Delhi Municipal Council (NDMC) held a high-level meeting to discuss the issue of homeless on Thursday. At the meeting, chaired by chief secretary Rakesh Mehta, the government proposed a targeted intervention programme to deal with the issue.
After the meeting, where various NGOs involved in the rehabilitation of homeless were also reportedly present, Mehta said the homeless have been broadly divided into seven categories like families, destitute women and men, women with children, street children, disabled and mentally challenged. He added the government efforts would be specifically tailored to meet the needs of homeless in each category. Mehta has ordered a team led by St Stephen's Hospital to carry out a survey under Mission Convergence and identify the specific needs of homeless belonging to various categories. ``It has been seen that some of the existing shelters have low occupancy as they are not located near places where there is concentration of homeless. We want to balance out the situation,'' he said. The report is to be submitted within one month. Delhi Commission For Protection of Child Rights will collect the data for targeted intervention required for homeless children. As of now, there is just one government-run permanent shelter for children in Fateh Puri area with room for just 50 children. Estimates put the number of homeless children in the city at 50,000.
On the issue of low occupancy, representatives from NGO Indo-Global Social Service Society revealed the woman shelter at Sarojini Nagar has no takers as there are hardly any destitute women in the area. Despite a recent Hc order to convert this into a family shelter for homeless families, which presently live under a nearby flyover, the NDMC has not delivered so far. NDMC chairperson Parimal Rai assured he would look into the matter on an urgent basis.
NGO Ashray Adhikar Abhiyan has been assigned the task to survey and report back solutions for mentallychallenged homeless. Chennai-based NGO Banyan and Harsh Mandar's Aman Biradri have been told to facilitate return of the homeless to their respective areas.
