IF THE roads in your area are damaged, parks have not been maintained for years and water is overflowing the drains, then blame it on your MCD ( Municipal Corporation of Delhi) councillor.
The MCD's data for 2008- 09 revealed that most municipal councillors have not spent even half of their funds meant for the maintenance of their wards. The data gains significance amid the deadlock between the Delhi government and the BJP- led MCD. The government has been pressing its demand to reduce the councillor's annual fund from Rs 2 crore each to Rs 50 lakh. A look at the amount spent in 2008- 09 has revealed that 188 of the 272 councillors have spent less than Rs 1 crore, 82 have spent less than Rs 50 lakh and 27 have spent less than even Rs 30 lakh. The unused amount is not carried over to next year. ![]() The councillor's fund was raised from Rs 50 lakh to Rs 1 crore and then to Rs 2 crore in the last few years so that basic civic amenities could be provided to people. Councillor Krishna Murari Jatav said he got 50 roads paved in his area, built toilets for women, installed 400 streetlights and repaired slums. Overall, he said he had spent more than Rs 1 crore.
When Jatav was told that official records showed he had spent only around Rs 38 lakh, he put the blame on junior engineers who get tenders done. " The tenders for the projects were issued in late April or May. So, the projects are in progress this year too. That's why the funds were not utilised last year," he said. Some councillors even claimed they had spent the entire amount of Rs 2 crore on their area and that work was still going on. Anil Kumar Sharma, a councillor from RK Puram, claimed he had exhausted his funds, though records showed he had spent just around Rs 48 lakh. " I got dense carpeting done on the roads in sector 5 and 8 of RK Puram. Interlocking tiles have also been put in. The work has been awarded and payments are to be made to the contractor. That's why the records are not showing it," he said. Area residents, however, have a different tale to tell. Residents of Munirka are not too happy with their councillor's work. " No great civic work has been carried out in this area though I have been living here for the past six years," said resident Amita Bhardwaj. Area councillor Ajit Singh Tokas said he had spent not less than Rs 1.7 crore on his ward. His official records showed he had spent around Rs 53 lakh. The reason given by the MCD for incomplete utilisation of funds was the enforcement of the code of conduct during elections. " Many months were wasted because of the code of conduct during the elections, so tendering could not be done," said Deep Mathur, the MCD's spokesperson. It is worth mentioning here that MPs and MLAs, too, get Rs 2 crore for development work. And the areas which come under their constituencies are bigger as compared to a councillor's ward. An MP's constituency has 40 wards whereas an MLA has four wards.
