Reshmi Kothari, 56, shifted to a society flat in Patparganj with her husband and three children two months ago. She needed a gas cylinder and kept on dialling her local gas agency but all she heard was the "phone engaged " beep.

When she got through on the third day, Kothari was told that a cylinder could be supplied only after four days.

She was later told by her neighbours that all she had to do was inform the society security personnel. "They know cooking gas black marketers and can direct one of them to your house," a neighbour said. Kothari decided to give it a try and in no time she was delivered a cylinder. She paid Rs 550 in place of the Rs 304 as fixed by the government.

This is just one instance of this problem plaguing Delhiites. Now, a PIL highlighting the issue has resulted in the Delhi High Court asking petitioner Sanjay Tiwari, a journalist, to approach the Centre and the Delhi Government with his grievance.
