You are driving on a city road and suddenly a speeding car passes by, overtaking you from the wrong side. You wonder how could the person behind the wheel get a driving licence.
To put an end to such practice, the Delhi Transport Department has decided to take help of experts. Before issuing a driving licence, the footage of your driving skills and your understanding of traffic signals and road signage will be captured by a camera and studied by "experts". The transport department is involving drivers' training institutes set up by Maruti, Ashok Leyland and Automobile Association of Upper India in Delhi in the process of issuing a driving licence. Officials said people applying for a permanent licence would have to take a test at the training institute run by these agencies in Delhi. These training institutes would be linked with the transport authorities in their vicinity. "There will be four closed circuit cameras fitted near the track which will capture the entire proceeding of driving test. The experts will later study the footage and accept or reject the application on the basis of performance," a senior transport department official said. Under the current system, a motor vehicle inspector sits with the applicant in the vehicle and decides whether the person should get a licence or not. Senior transport department officials accept that many applicants get their licence without even taking the test. Senior officials said the new system would do away with the involvement of middlemen in the process of issuing DL. Officials add that the pilot project of the new scheme is expected to start within a month. However, officials of the training institutes said there is just a proposal. "The transport department has floated the basic proposal. The finer details are yet to be worked out," said R.K. Parimoo, director, Institute of Driving Training and Research, Sarai Kale Khan.
