Strict labour laws for private firms:Delhi Labour DepartmentBy Riti, Section News
Alarmed at the exploitation of the workers in the government's outsourced work by the private companies, the Delhi labour department has formulated a Cabinet note to keep a close check on the them to ensure that the basic labour laws are adhered to.
The Cabinet note calls for the transfer of salary through the electronic clearing system (ECS) to the workers and staff, while the private firm needs to submit the record of the payment to the government before clearing their bills. The private firms will also need to inform the government that the workers get the employee state insurance (ESI) cards for their medical benefits.
"The firms getting the work outsourced from the Delhi government will be required to share with the department the total working hours of their workers in a day and how many days of leave they get in a month.
They would also need to tell whether the workers are getting that minimum number of days as leave or not," said a senior official. The move comes after an internal finding of the labour department that the workers even in the outsourced works in the city government are being exploited by the private companies on a largescale. "If the labour laws are not implemented even for the workers engaged in the government's outsourced work, it would be least likely that it would be respected by other employers. The department is attempting to set a standard through this so that the other employers can take note of it and start adhering to the labour laws voluntarily," added the official. With public-private partnership (PPP) being the buzz word in the functioning of the city government, the official said, a large number of people are getting employed by the private firms for the public works. As per the Delhi Cabinet's decision taken last year, the city government is soon to outsource the works of nurses, sanitation, canteen, security and maids in the hospitals and health centres to the private agencies. If the Delhi Cabinet gives its assent to the proposal, even the outsourced work of the civic bodies would come under the ambit of the labour department's initiative. Source:The Asian Age 2ndJuly2008.
