With Centre Behind Schedule, Delhi To Build Its Own Helipads Under Disaster Management PlanBy Yash, Section Development
For the purpose of airborne rescue operations during emergency, the Delhi Government will construct helipads under disaster management plan in the Capital.
The Delhi Government has asked the Divisional Commissioners to identify a suitable gramsabha land for the construction of helipads in the Capital. For this purpose, a token provision of Rs 1 crore has been approved under Capital head 2008-09 in the budget. Well-placed sources told The Pioneer that a plan scheme has been submitted to this effect to the Planning Department. According to Development Minister Raj Kumar Chauhan, the decision was taken at the meeting of Delhi Disaster Management Authority in July on this regard. Chief Minister Sheila Dikshit had also chaired the meeting. There are large lands available under the gramsabha across the city. "Helipad will play a major role in air rescue during emergency. Sources in the Divisional Commissioner Office, has said that several MLAs have come with a proposal identifying the gramsabha land in their constituencies for the construction of helipad for emergency purposes.
On the other hand, the Civil Aviation Ministry's plan to build a heliport in the Capital is running several months behind schedule with the Delhi Development Authority (DDA) suggesting alternate sites. The development agency had earlier refused to allow a heliport at Akshardham in Mayur Vihar. For the Delhi heliport project, Pawan Hans Helicopter Limited will be the nodal implementation agency and it is expected to cost upwards of Rs 50 crore depending on the cost of land. The DDA has been asked to explore it in Narela in close coordination with Pawan Hans. The construction of helipad is subject to land availability. There was a proposal to construct the helipad near the Games village for emergency service. It was also to be used for VVIP movement during the Games in 2010. Now it has been decided not to construct the helipad near the village keeping the sensitivity of the environment issue in mind. Sources said that the purpose of the helipad was not just for the Games in 2010. There is a genuine need for a permanent facility, which will be away from the airport, but in the Capital.
