Regularisation Papers For Illegal Colonies In 15 Days In Capital

In a bid to expedite the regularisation of 1639 unauthorised colonies, the Sheila Dikshit Government is likely to start issuing "provisional regularisation certificate" by July 15 to those colonies, which have fulfilled pre-conditions of regularisation.

On other hand, the Delhi Government is in no hurry to take up the issue of regularisation of three posh colonies - Sainik Farm, Anant Ram Dairy and Mahendru Enclave. "The people of affluent colonies can wait for regularisation," Chief Minister Sheila Dikshit told a news agency on Tuesday.

At a meeting of unauthorised colonies, Chief Minister Sheila Dikshit has ordered to expedite the regularisation process and provide better civic facilities to these colonies.

"Around 40 lakhs people are living in poor condition in the unauthorised colonies and regularisation would improve basic infrastructure and hence their living standard," Dikshit reportedly said.

Asked if the Government had immediate plans to regularise affluent unauthorised colonies, she said such colonies could wait.

"We are in no hurry to regularise affluent colonies like Sainik farm. In fact they can wait," she said. She further said that the people of the affluent unauthorised colonies such as Mahendru Enclave and Anant Ram Dairy can take care of their own colonies unlike those in the 1639 colonies inhabited by low and medium class people.

A meeting, scheduled last week to discuss recommendations of KK Mathur committee for regularisation of affluent unauthorised colonies, was postponed, indicating Government's disinterest in the matter.

Sources said with Assembly polls round the corner; the Congress ruling Government was keen to appease a large chunk of voters living in the 1639 non-affluent colonies.

"That is why the decision of issuing provisional certificate to the colonies for regularisation has come up from the Government even as the court is yet to give a go ahead in the matter," they said.

The Government will submit an affidavit in High Court on July 7 during the hearing on the issue. Mathur Committee, which was constituted by Urban Development Ministry, has recommended huge penalty and development charges to be levied for regularisation.
