Centre To Alter Masterplan To Blunt Sealing Drive In Delhi

Call it the compulsions of electoral politics in an election year or simply a game of political oneupmanship.

Two days into the resumption of sealings, the Union urban development ministry -- which heard separate delegations from MCD (led by BJP mayor Aarti Mehra) and the Delhi government (led by chief minister Sheila Dikshit) lobby hard for some sort of relief -- has prepared a blueprint for diluting the MCD drive.

According to ministry sources, the process for bringing a series of amendments to Masterplan 2021 has been started, and from Wednesday onwards, DDA will start issuing advertisements informing the public about these changes and inviting objections or comments within a month.

The amendments being proposed include removal of the restriction on the number of 20-square-metre shops allowed on one plot, extension of the registration deadline for shops or commercial establishments by 90 days, no 10 times conversion charges to be realized from traders in special areas, allowing tuition centres to function from group housing societies, and allowing use of basements for the permitted professional activities. The first measure on which DDA would issue an advertisement on Wednesday is about tuition centres.

Both delegations which met Union urban development minister Jaipal Reddy on Tuesday were apprised of these measures.

Master Plan to be amended

  • More than one 20 sq metre shop can function from a plot depending on the number of dwelling units. A maximum number of four shops will be allowed
  • 20 sq metre shops to be allowed in DDA flats also and more categories to be added to the present 24
  • Shopkeepers in Special Areas -- which include Walled City, Karol Bagh, Paharganj and Sadar Bazar -- will be given 90 days more to register themselves without paying any penalty
  • Tuition centres will now be permitted in group housing flats. Tuition centres on a maximum of 500 sq metre built-up area without plot size restriction will be available in the pre-1962 colonies, including A and B colonies, on a minimum 9 mt road width
  • In urbanised villages, regularised unauthorised colonies and village areas where survey for establishing the extent of commercial use for notification has not been carried out, it will be done in six months from the day of amendment
  • Projections or chajjas that are 10 to 12 feet above the ground level and do no cause any traffic problems to be allowed

UD ministry sources said that the process for bringing a series of amendments to Masterplan 2021 has been started. According to the earlier norms, no matter what the plot size, only one 20-square-metre shop was allowed on one plot. That is now proposed to be increased to whatever be the number of permissible dwelling units with a ceiling of four shops on a plot.

In urbanized villages, regularized unauthorized colonies and village areas where survey for establishing the extent of commercial use for notification as mixed land use/commercial streets had not been carried out, it will be done within a period of six months from the day of amendment.

One of the proposed amendments in Masterplan 2021 would now allow basements to be used for the professional activities allowed under SOHO (Small offices, home offices). The civic agency had asked that software developers, advertisement agencies and tourism offices be included in the list of professionals.

The government is also ``actively considering'' permitting more than the 24 specified types of activities in small shops of 20 square metres each in DDA flats. One of MCD's demands all along had been to allow commercial activities in DDA flats also like the residential areas. MCD has asked that cobblers be included in the list of categories allowed to function from 20-square-metre shops.

Projections in the form of chajjas which are 10-12 feet above ground level --so as not to cause obstruction to traffic -- may also be allowed. The logic given by the ministry for allowing tuition centres in group housing societies is that these are where most of the ``future residential development'' is being envisaged and this would benefit schoolchildren. The centres can function on a maximum of 50 square metres builtup area without plot-size restriction. This would also be applicable to pre-1962 colonies, including those under A and B categories with a minimum of nine-metre road width.

MCD has also been asked to send the list of already surveyed roads/stretches for notification to the Delhi government. Moreover , the civic agency claimed that a large number of roads had been left out during the survey carried out in May 2007 and has demanded that a clusterwise survey should be done.
