DDA Tells Supreme Court Golf Course Direction Wrong, Needs To Shift In ComplexBy ugesh sarkar, Section News
Though the Supreme Court has ordered a `status quo' on the proposed construction of an un derground parking and an approach road cutting through the Siri Fort Complex initiatives for the Commonwealth Games in 2010 the Delhi Development Authority on Tuesday presented a sketchy picture on the other `developmental activities' planned in this Complex, famous for being the `green lung' of the Capital.
The DDA, in an affidavit, curiously cited the existing `direction' of the golf range as reason why it should be shifted to a new site, though within the sports complex. The affidavit said the existing golf driving range faces the east-west direction. This disturbs golfers as the sun glares in their eyes, it read. The DDA, therefore,proposes that its location bee xchanged with that of the present hockey and football grounds, because the new north-south direction is more conducive to golfers' eyes. The affidavit read: "This will ensure proper orientation of the field, which should be north-south and not the existing east-west."The civic agency did not forget to add its concern for the environment. "This proposal will minimise cutting of trees coming in its alignment," the affidavit said. It also informed that the pro posed road along the golf driving range has also been provided with a kink or a twist in the road. This is another attempt to project that lesser number trees will be cut because of this realignment. The DDA is also in desperate need to getthecourt'snodforthisproposal.Ithas not given any specific figures on the number of trees to be cut, only citing: "...in no way the developmental activities would disturb the ecological balance of the area."
The affidavit claimed DDA is "bound to ensure that the green environment of the Siri Fort Complex would get en hanced and upgraded by developmental activities..."but did not inform the court if any alternative sites were considered.The three-member special Bench headed by Chief Justice K G Balakrishnan, when it orderedthe"statusquo"ontheconstruction, had precisely asked for this. The court's direction had come on a plea by advocate M L Lahoty, opposing the construction of a multi-level parking and an approach road passing through the popular golf range in the Siri Fort Complex. He feared it would cause `irreparable damage' to the area's serenity. The reply, to be taken up by the court next Friday, however, claimed there would be no damage to the Children's Corner."It will not be disturbed,"said the civic agency while contemplating to provide a "leisure pool" in addition to the ex isting facilities. However, it has agreed that the skating rink would become "non-operational" for laying "temporary outlays" for the Games in order to meet international standards. Acknowledging the fears raised by the petitioner, the DDA affidavit stated, "The same will be restored and upgraded with high-end specifications after the Games." The affidavit also said a new approach road is necessary because the present one is inadequate to meet the requirements of safety measures. Chief Engineer (S-W Zone) V K Panchal, who furnished the affidavit, said: "The proposed road will provide a separate entry for vehicles of team members, Games families, fire tenders and other VIPs up to drop-off zones and also for emergency evacuation."
