MCD Rakes In Charges But Stack Parking Stays On Paper

Promising 3,000 Parking Lots, Civic Body Has Collected Rs 56 Cr & Rs 90 Cr For Parking, Conversion From City Traders

Last year in July, the Municipal Corporation of Delhi announced a proposal to set up 3,000 parking lots on 2,500 roads which include commercial and mixed land use stretches. A majority of them were supposed to be automated stack parking sites. However, even as the civic agency is busy collecting parking and conversion charges from the traders on these streets, this ambitious plan remains more or less on paper.

According to MCD officials, they had managed to collect Rs 56 crore as parking charges and around Rs 90 crore as conversion charges till September last year.

The civic body will continue to collect these charges till March 31 and claims that the money is going to be used for creating new infrastructure. Said standing committee chairman Vijender Gupta: ``We want to spend the money collected as conversion charges and parking charges on providing facilities such as parking, roads and streetlights on the notified stretches. But this can take place only over a period. We are in the process of identifying new parking sites.''

The MCD also collects charges for purchase of new cars and tendering of parking sites etc.

It had made the proposal for creating 3,000 sites after the Supreme Court had asked it to submit a report on its plans to develop the city's infrastructure. The court had raised this issue after several roads were converted to commercial and mixed land use under Master Plan 2021. Along with this, the civic agency was also supposed to come up with traffic circulation plans for market areas.

The MCD has now more or less decided not to use stack technology. It is looking at options like ramp level parking and automatic car parking now. Said an MCD official: ``We were supposed to provide parking only on the commercial stretches. There are 1,000 such stretches and we are working on providing parking spaces in all these areas. With regard to the traffic circulation plan, we are planning to hire consultants for this purpose.'' The MCD had claimed in July that tenders would be invited to see where and how these parking lots should come up.

With hardly any available parking space in the city, cars are mostly parked inside the residential areas along most commercial stretches. Said a source; ``With MCD planning to register more traders on commercial stretches, the load on infrastructure is bound to increase. If parking charges are being taken from traders, then the required facilities should be provided to them. Otherwise it will lead to chaos.''

The corporation has, on several occasions, attempted to ease the parking situation in the city and crack down on the parking mafia. However, all such attempts have proved to be highly unsuccessful. The latest proposals of MCD include taking a yearly parking charge and decentralising parking.

The fact remains that at present, the MCD has only 250 parking sites under it. Its proposals for providing parking sites are progressing at a snail's pace. The multi-level car parking proposal was conceptualised in 2003 and at present work only on one site in Kamla Nagar has begun. They have identified 24 car parking sites where parking will be made in green areas and tenders for appointing consultants have been floated. But with 2010 being the deadline for most of these projects, there is no reprieve from the parking chaos.
