DU body accuses University Grants Commission of violating SC Guidelines on Teachers' RecruitmentBy sachiv, Section News
In a sharp reaction to the University Grants Commission (UGC)'s direction to Delhi University (DU) colleges to ignore the existing 100-point post-based roster of the Department of Personnel and Training (DoPT) while recruiting teachers, the Academics for Action and Development (AAD), a teachers' body of the DU, has accused the UGC of violating the existing Supreme Court guidelines on the issue.
AAD has also charged the UGC with threatening the autonomy of the colleges by controlling finances. The UGC has directed all the DU colleges most DU colleges get more than 95 per cent funding from the UGC to fill all the reserved posts for SC/ST candidates to clear the backlog in appointments to teaching positions failing which the financial aid would be withdrawn.
While the 100-point post-based roster of DoPT suggests recruitment to general category posts along with the reserved posts, the UGC has asked for appointments to reserved category posts till the time the number of such appointments reaches 22.5 per cent of the vacant positions.
The number of teachers required for reserved category, if a college is taken as a unit instead of departments as UGC suggests, comes to more than 1,500. "DU didn't accept reservation in teaching positions till 1997 which explains why there is a huge backlog. But if only reserved category candidates are to be recruited first, it would mean that no general category candidates will be recruited for the next few years. It would lead to unfair distribution of teachers,'' says Dr SS Rathi, chairperson of AAD, (Source-Indian Express,16/12/06)
