66 Delhi Govt departments and agencies to be e-linked via State Wide Area NetworkBy poonam bisht, Section Delhi in Cyberspace As part of an e-governance initiative, the Information Technology (IT) department of the Delhi Government is in the process of linking as many as 66 government departments and agencies in the Capital through State Wide Area Network (SWAN) to strengthen the information network and promote electronic exchange of information. The Central Government which had approved the project in March this year would support the Delhi Government in the initiative by providing Rs 8.90 crore as financial assistance. The Central Government will also help setting up this project in Delhi by providing all necessary equipment and only the line charges and the cost of site preparation would have to be supported by the Delhi Government. "We have already linked 10 offices, including nine DC offices and one educational department in Delhi are hopeful to connect the remaining offices in one year as per the target," Secretary, Information Technology, Prakash Kumar clarified (Click on Full story for more)
"Once the project is completed, the officials could be able to access the information with a mouse-click and the public would benefit enormously," Mr Kumar added.
A special committee which was set up to review the developments in this regard held a meeting with Delhi Chief Secretary S Reghunathan and officials from National Informatics Centre, Planning, Finance and Information Technology discussed about the progress of the project on Thursday. On May 30, the Central Government had also organised a conference of state IT secretaries in the Capital and briefed them on the advantages of this project and directed them to implement SWAN in their states. During the meeting, it was also noted that the establishment of SWAN is an expensive proposition involving high capital cost, recurring bandwidth and operational cost. For efficient implementation, the states have been told to identify a suitable PPP model and select an agency through a suitable competitive process for outsourcing establishment, operation and maintenance of the entire network. Once this process is over, they have been instructed to designate NIC as the prime implementation agency for future tasks. Besides, the states have been told that the NIC would issue security guidelines to all the SWANs and ask them to strictly adhere to them.
