The group has also started work on the third and last point of the resolution passed by the All-Delhi Residents' Welfare Association convention of July 16 on the question of privatisation of Delhi Vidyut Board, seeking a review of the entire process and a return to pre-privatisation levels of power tariff.

The dossier lists a series of questionable steps that range from the role of the DERC, the complicity of Delhi Government in the actions of the private discoms and various other authorities.

The dossier also seeks answers to issues related to meter replacements, inflated billing and high cost of tariffs since privatisation.

It finally asks how it was possible that in spite of being castigated by three independent authorities, the DVB privatisation deal has not been probed at the highest level.

"We need to know why we have to pay more for what we do not get; why we should pay for those who do not pay; why we have to suffer three monopolies instead of one; why we have a privatisation model that increases costs and reduces quality of service?'' asked Col. D.K. Shandilya of People's Action.
