Regularisation Papers For Illegal Colonies In 15 Days In Capital

In a bid to expedite the regularisation of 1639 unauthorised colonies, the Sheila Dikshit Government is likely to start issuing "provisional regularisation certificate" by July 15 to those colonies, which have fulfilled pre-conditions of regularisation.

On other hand, the Delhi Government is in no hurry to take up the issue of regularisation of three posh colonies - Sainik Farm, Anant Ram Dairy and Mahendru Enclave. "The people of affluent colonies can wait for regularisation," Chief Minister Sheila Dikshit told a news agency on Tuesday.

At a meeting of unauthorised colonies, Chief Minister Sheila Dikshit has ordered to expedite the regularisation process and provide better civic facilities to these colonies.

"Around 40 lakhs people are living in poor condition in the unauthorised colonies and regularisation would improve basic infrastructure and hence their living standard," Dikshit reportedly said.

Strict labour laws for private firms:Delhi Labour Department

Alarmed at the exploitation of the workers in the government's outsourced work by the private companies, the Delhi labour department has formulated a Cabinet note to keep a close check on the them to ensure that the basic labour laws are adhered to.

The Cabinet note calls for the transfer of salary through the electronic clearing system (ECS) to the workers and staff, while the private firm needs to submit the record of the payment to the government before clearing their bills.

The private firms will also need to inform the government that the workers get the employee state insurance (ESI) cards for their medical benefits.

Taking a "green break" from academics, children from over 10 Delhi schools have been doing mushroom farming and working towards setting up their herbal gardens in an effort to appreciate nature and learn early on about working towards preserving the environment.

No Special Economic Zones ( SEZs) in Delhi :Kamat

Goa Chief Minister Digamber Kamat today said that the State government did not want the controversial Special Economic Zones (SEZs) in the State.

Kamat, who met Congress President Sonia Gandhi today, said the people of the State are opposed to SEZs. "We do not want anything against the wishes of the people," he added.

All India Congress Committee General Secretary B K Hari Prasad, who is also the party in-charge of Goa, added, "The Congress is with the people of the State on the issue."

The chief minister did not specify if he discussed the SEZ issue and the accompanying political problems in the State with Sonia.
Kamat said the SEZs can come up only on land where one crop is grown. "In Goa, two crops are grown. Moreover, land is a scarce commodity in the State," he said.

The chief minister said not much work has been done on the SEZs, approved by the previous National Democratic Alliance government so far. "We will apprise the courts of our position when the matter comes
up for hearing later this month," he added.

SEZ Promoters Across the Country Feel,'If No Agri- Land Is Involved SEZ Should'nt Be Oopposed'

The Special Economic Zone (SEZ) promoters across the country feel that there should not be any opposition to the industrial enclaves if there is no issue of agricultural land and if the zones are promoted in the healthy way.

"There is no reason for any opposition for SEZs if promoters want to do it in a healthy way," Parsvnath SEZ Ltd, Director S N Sharma said.

Parsvnath is India's one of the leading SEZ promoters with 17 zones under their belt, of which four are notified in Nanded, Dehra Dun, Gurgaon and Indore.

He said the major issue is of land acquisition and promoters should discourage taking over the agricultural land.

"There is already legislation banning taking over of agricultural land for SEZs. That is being followed very strictly," Sharma said.

The SEZ promoters, IT companies and representatives of Kerala government today had brainstorming sessions on the IT SEZs here in South Goa.

A new high for cinemagoers,reduction in entertainment tax on theatres and multiplexes to 20 per cent

The Delhi Cabinet on Monday approved a reduction in entertainment tax on theatres and multiplexes from the existing 30 per cent to 20 per cent.

Announcing the decision, Chief Minister Sheila Dikshit said the move would help a large number of cinemagoers. A notification is being issued under the Delhi Entertainment and Betting Tax Act, 1996, to formalise the reduction in tax.

`Benefit public'

Ms. Dikshit recalled that the entertainment tax on cinema was 60 per cent up to March 31, 2003, and was reduced by half to 30 per cent with effect from April 1, 2003.

HDFC, ICICI Bank Hike Home Loan Rates By 75 bps For All Existing Borrowers With Floating Rate Loans

Household budgets, already stretched by spiralling prices, will get further strained due to higher outgo on home loans. Home loan market leader HDFC on Monday announced a 50 basis points hike in interest rate for all existing borrowers with floating rate loans. For new borrowers, the hike will be as much as 75 basis points on floating as well fixed rate loans.

This means that the EMI for new customers will be Rs 1,033 for every Rs 1 lakh on a 20-year loan. For existing floating rate customers, the EMI will increase by Rs 34 for every Rs 1 lakh loan with an outstanding tenure of 20 years.

Under the revised rate structure, the floating rate for new borrowers is 11%, while the fixed rate is 14% a level last seen in the mid-90s. The rate hike will be effective from July 1.

Minutes after HDFC’s announcement, the country’s second-largest bank, ICICI also announced a 75 basis points hike in the fixed as well as floating home loan interest. The fixed loan interest for ICICI home loans will now be 14.75% possibly the costliest in the sector.

State Bank of India (SBI) has also decided to raise interest rates on home loans and auto financing by 50 bps on all credit linked to prime lending rates (PLR).

New railway timetable comes into effect today

The new user-friendly timetable of the Indian Railways giving details about trains and other facilities being provided to its passengers will come into effect from Tuesday (July 1). It will have all the details of 77 new trains being introduced by various zonal railways this year, besides containing information about the reduced travel time of over 250 trains and other facilities being provided to passengers.

The "Trains at a Glance and Public Timetables" being published by all the zonal railways separately will contain details about new trains being introduced and extensions to some existing ones as announced in the Railway Budget 2008-2009. A total of 77 pairs of new trains will be introduced this year, while 18 pair of trains will get extensions and frequency of 15 pairs increased. The new trains being introduced include Howrah-Puri Garib Rath Express (bi-weekly), Kanpur-Jammu Tawi Express (weekly), Azamgarh-Mumbai Express (weekly), Bapudham Motihari-Anand Vihar Garib Rath Express (weekly)and Amravati-Nagpur Express (bi-weekly).

No slots left in city parking lots:A Survey by RITES

With over 18 lakh private vehicles and parking space to accommodate barely 25,000, the Capital is reeling under a severe parking crisis. A recent survey by RITES has revealed that Vishwavidyalaya Metro station, Old Delhi Railway station, Karol Bagh and Bahadurshah Zafar Marg to have the most congested parking lots in the city.

Even as the government is planning over 100 new parking lots and 25 multi-level parkings too to tide over the shortage of space, the survey found that the existing parking lots are bursting at their seams. At almost all the surveyed lots, including in areas like Connaught Place where the parking rates are very high, the vehicular demand is far exceeding the available space.

The most congested are parkings located at Old Delhi Railway Station where over 11 vehicles fight for each available slot, followed by Vishvavidyalaya Metro station with about the same demand, Karol Bagh, Janakpuri district centre and Kanhaiya Nagar Metro station. Office areas like Nehru Place and Bahadurshah Zafar Marg, and markets like South Extention and Vikas Marg too need immediate solutions.

Prime Building of MCD Found More Takers, Now, Rajya Sabha Wants Space In The 28-Storey Civic Centre

Civic Centre, the prime building of the Municipal Corporation of Delhi has found more takers. The Rajya Sabha Secretariat, through a letter has shown interest in hiring office space in the 28-storey Civic Centre.

Through a letter written on the behalf of Rajya Sabha Secretariat, Joint secretary Agnes Momin George has requested the Civic body to provide some office space to the secretariat on a priority basis as it has been facing shortage of office space.

The letter has mentioned that with the increase in staff strength and the number of senior cadres, there is hardly any sitting space in the offices of the chairman, Rajya Sabha or the officer's section of this secretariat to accommodate the increased staff strength.

The letter has also mentioned that the secretariat came to know of the MCD's plans to lease out half of the building to various Government departments through newspaper reports and that it has already leased out some office space to the Income Tax Department. The letter has requested the MCD to accord top priority while considering its proposal and inform the terms and conditions in this respect to the secretariat at the earliest.

Delhi To Get CNG Crematorium For Pets And Stray Dogs

Animal Lovers in the capital can now be assured that their four-legged friends would embark on their last journey with respect and dignity as a CNG crematorium for pets and stray dogs is coming up here.

The crematorium will come up at Karawal Nagar in north-east Delhi on a oneacre plot, which will also house a dog hospital. "We have received permission for the construction of the crematorium for which the area has already been identified," said MCD Director (Veterinary Services) R.B.S. Tyagi. The assessment would be soon done and tenders floated for the same, he added.

Stressing that it would be more economical and hygienic, Tyagi said a CNGbased incinerator would be used at the funeral parlour, which would reduce the body into ashes within 30 minutes. Stray dogs would be cremated for free.

The animals are currently disposed off at sanitary landfill sites. A few electrical crematoriums for animals in the capital are not functioning properly .

Gautam Barat, co-founder of Friendicoes SECA, which has a sanctuary in Gurgaon to bury dead canines, said Delhi would need at least six crematoriums.

Wind Energy Sector Gets A Boost After Announce A Generation-Based Incentive By Center

The Centre on Friday announced generation-based incentive to promote grid interactive wind energy generation plants in the country. With this new incentive, the Ministry of New and Renewable Energy hopes to give a boost to the wind sector, promote higher efficiency in wind power generation and encourage independent power producers in the sector.

Investors, apart from getting the tariff as determined by the respective state regulatory commission, will get an incentive of Rs 0.50 per unit of electricity for a period of 10 years provided they do not claim the benefit of accelerated depreciation.

Minister of new and renewable energy Vilas Muttemwar said it was the ambitious target of 10,500 MW planned for 11th Plan period that prompted his ministry to find ways to attract new and large independent power producers in wind energy sector through an alternate generation-based scheme.

He said the scheme intends providing a level playing field to those investors who were unable to absorb the benefit of accelerated depreciation in the sector. “We hope independent power producers will expose wind power industry to market forces and competitive pressures, which can result in reduction in cost of equipment,” he added.

Acidic sewage continues to overflow in Model Town,even after waiting for decades

Every year the very thought of monsoon sends residents of Model Town Part II and III into a tizzy. Even after waiting for decades to get the acidic water treated from the overflowing drains, MCD has not been able to come up with any concrete plans to do the needful for residents. No matter what the local representatives may promise or the civic authorities might assure, acidic sewage continues to overflow from drains in Model Town connected with Wazirpur Industrial Area.

Right from the new Metro line coming up in the area to in-roads, the sewer condition of Model Town remains the same. "Come monsoon and the entire Model Town (mostly Part II and III) get submerged in this stinking and acidic water. Almost all the gates and footpaths of the area can be seen discoloured completely. Even the gates of my house gates have got rusted and every year to prevent it," says Satish Gupta, a resident of Model Town-II.

Residents of East Patel Nagar getting their kothis converted into flats these days

Residents staying in their kothis are getting them converted into flats now. Armeet Singh, a resident, says "I have been staying here for the past 25 years; now due to the construction of so many flats the area now looks congested." Sukhija, a builder of the area, says, "When people feel the need to have a reconstructed house or in many cases when the children stay abroad and the parents feel that it's difficult to manage the whole house it is then that they come to us. Some take two flats from us and some cash and some take only one and more of cash. In any case we have 2 or 3 flats at our disposal always."

Shopkeepers of 15 markets,in areas under jurisdiction, still awaiting ownership of shops

Even after 40 years, traders are still awaiting transfer of shop-ownership rights in 15 markets under the civic agency.

After fighting a long battle for 40 years with the New Delhi Municipal Council, shopkeepers of 15 markets in areas under its jurisdiction are still awaiting ownership of shops transferred to them by the civic body. In fact, the NDMC had passed a resolution in 2000 and 2002 resolving to transfer the same.

The 15 markets include nine rehabilitation markets comprising Kidwai Nagar Market (South), Kidwai Nagar Market (Central), Netaji Nagar Market, Laxmi Bai Nagar Market, Basurkar Market, Begum Zaidi Market, Nauroji Nagar Market, Prithvi Nagar Market and Pandara Road Market and five markets built on pedestrian right of way. These comprise Janpath, Yusufzai, Panchkuian Road, Babar Road and Baird Lane. In addition, Lodhi Colony Market was also included in the list.
